Convert PAL-Video into NTSC-Video w/o region code

A DVD-original was not opened! I have sw that converts most DVD to mpeg but some DVD-player (e.g. built into my van) accepts only NTSC-Video on a DVD, let your sw at least write a DVD-image that can be burned w/o further conversio to a DVD playable in a DVD-player fixed on region code US (NTSC..), of course region code Germany (PAL-TV) would be desirable. Make your sw able to convert ISO-images to mpeg etc
